Welcome to the newly revised Special Olympics Massachusetts (SOMA) Program Policies & Practices Handbook.  These policies and practices have been extracted from existing SOMA policies and the Special Olympics, Inc. (SOI) General Rules with input and advice from the SOMA Local Program Advisory Committee.  The goal of the handbook is to provide Local Programs, coaches, staff and volunteers a set of clear, consistent and easily accessible guidelines to be used throughout SOMA.  It includes sports & sports training information and rules; fund-raising and financial management policies and initiatives; eligibility requirements; uniforms policies; process information; definitions; and much more.  It is our hope that this handbook, in conjunction with the SOMA web site, will be the “first stop” for questions regarding Special Olympics and SOMA.  It is structured to be downloaded and placed in a three-ring binder (for those that prefer a “hard copy” format).  It is also structured with each page numbered and dated so that revisions can be easily inserted as necessary.  Any revisions that do occur will be the result of careful study, much scrutiny from our SOMA constituency and undertaken with the goal of providing the highest quality programs to the greatest number of athletes in the most efficient manner possible.  I hope you find the Handbook useful and helpful to you, the Local Programs, and the athletes of Special Olympics Massachusetts.
